A quick shortcut would be to establish if there were not risk assments done for exotics brought in pre-2013. Im sure that some must have been done for Zoo's and the like. Im also reasonably certain some species may also be coverede by the "legally imported before the date of the passing of such-and-such and Act".
The theres the question of how the risk assement models for arachnids may be used. the RA for biological control organisms take forever, but it seems a lot of the "pet trade" species are assest on a desktop basis, at least overseas.
There MUST be someone doing this for a living in SA?
Also, the listing of the 11 species as invasives must also have backup paperwork. Can a theoretical tame lawyer ask for the RA's on these through the promotion of access to information act?

See unless they haven't done a RA, they are far from just making it an invasive species. This doesn't even include the other assessments or public participation.
There are people who do EIA but not sure we have people that do or have done it for spiders, snakes and so forth.
And as far as I know there has been no EIA done for tarantulas.
