When was he shouting?

There is some serious confusion with all these laws. I personally think that its all messed up at the moment. Only a person with background in law can read and understand all these points and finally come to a conclusion as to what is legal and illegal.

If you do read the Act it permits the National Minister to promulgate regulations.

The proposed regulations published on 16 March for comment is proposed to replace the existing regulations.

The separate list of critically endangered, endangered and protected species were published for the same purpose.

If it was meant to be amendments alone it would refer to the specific species that were meant to be amended.

I would have thought that this would be good news for us, but alas it would seem to displease some of us.

It was never my intention to rant about this.

I do however know the way Legislation works and will not participate in any further discussion.

If these regulations are promulgated as is. It would be end of story!

As I said I know nothing about the law.
I do agree with the fact that it will replace the existing regulations. The amendments to TOPS will be replacing the old TOPS regulations. TOPS is a national regulation whereas my permit is a provincial regulation.
As for why I hope that they are not taken off of permit...I have been in the hobby long enough to know that a number of members will go out and collect hundreds of certain species (Probably adult females) and probably send them overseas. The permit system was put in place to stop that.

Thanks for clearing up my misinterpretation.

I'm not impossible. I'm being improbable.
