I think: permission from breeder would be a good idea and a courtesy.

Breeding details / specializes in....
Current breeding projects.

Then comments and ratings.
Shall we do a star rating system say 5 stars being epic and 0 being trash.

Petshops would be a good idea so people would know where to get what if the petshops would like to join in...

You don't register them? If they charge exhorbitant prices for something that shouldnt be that price, then don't add them to the approved list or whatever

For the bad guys?

If buyers are able to rate sellers, the seller should always ask the buyer to rate them here on the site. If people are able to rate breeders, this will take care of itself because the rating will say it all. But perhaps links can also be added to complaints or articles/posts or threads where people have exposed their bad dealings. This will work well because it's always possible that there was a misunderstanding and if there was a thread about the whole story, it will show if the breeder eventually made right and redeemed himself or just skipped town.

Then if a breeder's rating hit a certain level, maybe they become part of a bad breeders list. Not only will breeders aspire to be a part of the "approved" list but they will make sure they don't land up on the bad breeders list.

NATCON and the green scorpions will never be as effective as an entire community taking action against bad apples. This is why it's such a bitch to be a criminal in the USA, the public are almost trained to immediately report anything and anyone getting up to nonsense. If we can get that going in the hobby, it could really help curb the dodgy okes in the long run because word of mouth coupled with facebook and twitter - will spread news like wildfire.

And that's all I have to say about thaaat.

You would obviously need to spread the word that this forum has such a list, so that everybody is aware of the fact that they have to apply to be approved.

But please people, be very careful of what you are going to label people ... you don't want to be sued! Every story has two sides, and the truth is in-between :-)
