It is not difficult to use some degree of common sense. When creating a thread, you need to be in the sections part before you can create a thread - CHECK which section. This is a no brainer.

Yes, perhaps certain visual changes can be made to streamline this, but really this is not rocket science.

Ok, so let me get this straight to make sure I understand it.

Example: I see a post in a breeding report that a member has been successful with their breeding or that an eggsack has been produced.

Action: Instead of commenting after their feedback, I must now open a new thread in the appropriate category congratulating the member or adding whatever I want to say?

Conclusion: This just sounds like a waste of time and running around unnecessarily, nevermind that the member in question will not even know I have offered my congratulations or feedback unless they specifically chose to view my newly created thread.

I understand the need to keep relevant information together and avoid BS in informative posts however, this process of doing things is just silly IMHO.
